when somebody imports a foreign escalator, they take it to bits, work out as best they can as its made, build one similar, cutting out anything extraneous or costly, including kill switches, sensors, safety measures; they either remove them or replace them with cheap rubbish, like the plates in that escalator which will be 1mm stainless instead of 8mm hard plate.
they then provide them from a government owned company and ban further import.
i worked in audio electronics for years. everything new we made, was taken by the chinese, remade but substituted with the cheapest component possible.
equipment catching fire was very common and we received lots of complaints about "our" equipment catching fire, blowing up, tripping RCDs, overloading other circuitry, etc etc. but it wasn't ours, it was a chinese copy.
